16-year old accidentally shot in head by neighbor yet unharmed due to lucky fluke

A 16-year old from Kingwood, Texas is lucky to be alive and unharmed, even though he was shot in the head ... sort of.

From the article:
“A man was cleaning his pistol inside a closet in his apartment and the weapon accidentally discharged,” Wilburn said. “The bullet traveled through the wall and took a piece of wood with it, which struck the teenager in the forehead.”
Wilburn said the teen was outside the apartment, walking down the stairs toward the parking lot when he was struck by the debris. The wood fragment caused a small mark, he said. EMS personnel checked the young man at the scene but no hospitalization was necessary.
“This was a .40 caliber bullet,” he said. “This boy is very lucky.”
Police retrieved the spent bullet from a door frame.
Wilburn said the incident is considered an accident and no charges are expected.

Thank goodness the wood was strong enough. This man nearly killed a teenager. Should he still be allowed to have his gun and go uncharged?
