Officials said one of the shots from the large-caliber handgun struck Hazelton in the head.
"We heard someone screaming a name and then they knocked on his door, shot him twice and then took off running," Rivera said.
Hazelton lived in the apartment with his sister and her toddler. Rivera said he may have tried to protect the child before he was killed.
"He was in there with the baby toddler and I guess the first shot hit him and the second shot went through the screen door. I guess he was trying to close the door to keep the baby safe," she said.
Every gun in the hands of a child must first pass through the hands of an adult.
