Lloyd Shelton, III, age 17
A 17-year old Abilene, Texas, boy named Lloyd Shelton, III, was in a dispute, perhaps over drugs.  The dispute turned violent, and the boy was shot in the back by 19-year old Michael Higgins.

The bullet pierced Lloyd's spine.  According to the article:
He is paralyzed from the chest down, according to his sister.
Crystal England told KTXS that doctors said Shelton has a zero percent chance of ever walking again and that the bullet severed his spine.
