Oakland County Sheriff's detectives believeMoran and Howard knew the victims and were invited into the first floor of the their two-flat home on Friday.
According to the sheriff's office, an argument broke out with one of the victims.
Howard then went upstairs and broke into the second-floor flat, according to investigators. Police allege he pushed one of the women back downstairs, whereMoran "executed" both women with a handgun, police allege. A purse was taken during the incident, detectives believe.
Acting on tips, the Oakland County Fugitive Apprehension Team fanned out across Pontiac over the weekend, arresting Howard on Saturday at his home on Legrande Street andMoran on Sunday night.
Howard has a criminal history that includes receiving and concealing stolen property, drug charges and fleeing and eluding.
Deputies saidMoran has twice been in Children's Village, at ages 13 and 14, on larceny charges.
The boy's 33-year-old mother, also of Pontiac, was taken into custody on probation violations for home invasion and assault with a dangerous weapon.
One might ask how a criminal like Mr. Howard and a child like Semaj are able to get guns.
Every gun in the hands of a child must first pass through the hands of an adult.
