17-year old gang member had shot at newspaper deliverer thinking he was rival

A 17-year old boy and his adult fellow gang member, 21-year-old Xou Thao, spotted a person wearing a bandana and driving slowly along a road, hanging out a car. Thinking the man was a rival gang member, they opened fire. Turns out the person was a newspaper delivery man.

Both the boy and Thao have been charged in the shooting.

Sacramento police have arrested two people suspected of shooting at Bee carriers delivering newspapers in Meadowview earlier this year.

Police say they believe the suspects mistook the victims as rival gangsters because one of them was wearing a bandana across his face to shield him from the cold as he hung out the slow-moving car, tossing newspapers, said Sgt. Andrew Pettit.

The newspaper delivery man was apparently not hit and has returned to the route.

Every gun in the hands of a child must first pass through the hands of an adult.
